Executive Orders Shortening the Rebuild Process – Palisades and Eaton Fires

To our many neighbors and friends:

The Schmitz and Associates team is here to assist any and all who have been impacted by this most recent and terrible round of disasters.  For those who are interested in rebuilding or in helping others to rebuild, we are sharing the following, uplifting news:

Under the recent emergency orders, significant changes have been made to the California Coastal Act requirements for certain projects. These changes are intended to expedite the rebuilding process for property owners and to streamline procedures during this time of emergency. Key points include:

  1. All exemption criteria, appeal or review periods, and procedural requirements under the California Coastal Act are suspended for projects covered by Executive Orders N-4-25 and N-9-25, where applicable.
  2. The California Coastal Commission has been directed to ensure that no actions are taken that would delay the swift rebuilding of properties under these executive orders.
  3. For residents displaced in Los Angeles County due to the emergency, occupancy status will be considered transient for stays through March 8, 2025, with the possibility of full occupancy tax levies for the duration of their stay, despite any other statutes that may normally apply.

These measures are in place to ensure a swift recovery and continued support for affected communities.
