Coastal Development Permit Malibu | Hillside Project Approval

We are excited to announce another successful project approval! We received approval for a Coastal Development Permit for a single-family residential project in Malibu by the Los Angeles County Planning Commission.

The project consists of an approximately 5,897-square-foot home on a constrained hillside development site in Malibu along Coral Canyon. Due to steep slopes, sensitive habitat areas, and ridgeline limitations, the project required work by a multidisciplinary team. The Schmitz team was able to work closely with the consultant team to reduce processing times and ensure County support.

A two-tiered design notched into the hillside allowed the project to meet height requirements while minimizing grading and visual impacts. The team also pursued a ridgeline variance, supported by alternative design analysis demonstrating that the proposed solution reduced environmental impacts compared to other feasible options.

Key strategies that led to Coastal Development Permit approval:

  • Consolidating two parcels to reduce fuel modification by approximately 37%
  • Preserving nearly 28 acres through a conservation easement
  • Siting the home to avoid sensitive habitats and steep slope areas
  • Addressing biological impacts through required environmental mitigation measures

“This was really about finding the right solution that works for both the client and the County,” said Arfakhashad Munaim, Special Projects Manager at Schmitz & Associates.

The project underwent Environmental Review Board review and coordination with multiple departments before receiving approval from the Los Angeles County Planning Commission on March 18. With the Coastal Development Permit now secured, the team is advancing toward building permits and construction.

Securing a Coastal Development Permit in Malibu requires navigating hillside development regulations, environmental constraints, and Los Angeles County planning approvals. Projects in coastal zones often involve coordination across multiple agencies, detailed site planning, and a strategic entitlement approach. Schmitz & Associates provides land use consulting, permit expediting, and zoning analysis services to help property owners and developers move projects forward efficiently in complex jurisdictions.

Early strategy can determine whether a project moves forward. Contact our team to evaluate your options.
